dc.description.abstractThe investigation deals with the key points in the constitutionalization and subsequent development for Chile of the main attribution of the Ombudsman, which is the processing and resolution of citizen complaints. The comparative law method is followed, focusing on prominent Ombudsman’s Offices (from Argentina, Bolivia, Colombia, Ecuador, Finland, Spain, Peru, and Portugal) using doctrine, regulations, and defense reports. Thus, he realizes the importance of the institution for citizenship and the need for its constitutional consecration. Negative effects are even evident as the possibility of resolving citizen complaints is not constitutionally enshrined. It also adds to the study empirical data and matters to be dealt with before the consecration of an Ombudsman, Defender of the People for Chile, to be better prepared for its institutionalization and subsequent development.
